1. Acceptance of Terms

• By registering on or using CRRMS, you agree to be bound by these Terms and Conditions and the Privacy Policy.
• If you do not agree, you must not use the portal.

2. Eligibility

• Registration is open to individuals, firms and companies that meet the eligibility criteria notified by APTDCL for the applicable contractor class.
• APTDCL may revise eligibility criteria, classes, fees and document requirements from time to time.

3. Registration & Account

• You must register using your own mobile number and complete Aadhaar-based eKYC.
• You are responsible for maintaining the confidentiality of OTPs and for all activity carried out through your account.
• Only one registration is permitted per contractor.
• Report any unauthorised use of your account to APTDCL immediately.

4. Accuracy of Information

• All information and documents submitted must be true, complete and valid.
• Submission of false, forged or misleading information may lead to rejection, cancellation of licence, blacklisting and legal action.
• You must update your profile promptly if any submitted details change.

5. Application Processing

• Applications are subject to departmental scrutiny, which may include physical verification of premises and original documents.
• APTDCL may raise queries or seek clarification; failure to respond in time may result in rejection.
• Submission of an application or payment of fee does not guarantee approval.
• The decision of the competent authority on any application shall be final.

6. Fees & Payment

• Applicable fees must be paid online through the payment gateway provided on the portal.
• Fees once paid are non-refundable, except where a duplicate or failed transaction is confirmed by APTDCL.
• APTDCL is not responsible for failures or delays caused by banks or payment gateways.

7. Licence Validity & Renewal

• A licence is valid up to 31 March of the financial year in which it is issued or renewed.
• It is the contractor's responsibility to apply for renewal within the renewal window.
• A lapsed licence cannot be used for participating in APTDCL works until renewed.
• A licence is non-transferable.

8. Suspension & Cancellation

• APTDCL may suspend or cancel a registration or licence for violation of these terms, misconduct, poor performance or as per applicable rules.

9. Acceptable Use

• You must not attempt to gain unauthorised access, disrupt the portal, or upload malicious files.
• Automated access, scraping or misuse of the portal is prohibited.

10. Limitation of Liability

• The portal is provided on an as-available basis. APTDCL does not guarantee uninterrupted or error-free service.
• APTDCL shall not be liable for any loss arising from downtime, technical failures or delays beyond its reasonable control.

11. Governing Law

• These terms are governed by the laws of India. Disputes shall be subject to the jurisdiction of courts at Guwahati, Assam.

12. Changes to Terms

• APTDCL may amend these terms at any time. Continued use of the portal after changes constitutes acceptance.
